Creates "New York city enhanced plan member" designation for NYC Fire Department Pension Fund members, effective June 1, 2016, with an option for existing members to elect this status within 120 days of enactment.

Increases ordinary disability benefit for enhanced plan members to the greater of 33⅓% of final average salary or 2% of final average salary times years of credited service, with reduction for workers' compensation only (eliminates 50% social security offset).

Increases accidental disability benefit for enhanced plan members to 75% of final average salary, reduced only by workers' compensation (eliminates social security offsets), and replaces standard escalation with cost-of-living adjustments matching NYC administrative code provisions.

Establishes presumption that lung diseases causing disability or death for enhanced plan members are work-related if member passed entry physical exam showing no lung disease evidence, unless contrary proven.

Extends statutory presumptions to NYC Fire Department medical officers for lung diseases, heart diseases, strokes, HIV, tuberculosis, hepatitis, and certain cancers if no evidence of conditions existed in entry physical exams or authorized medical records.
