Expands fingerprinting and background check requirements to include contracted service providers of student support services such as substitute teachers, tutors, nurses, and other temporary student service personnel.

Requires the commissioner to create or expand internet-based systems allowing contracted service providers to access fingerprint results and arrest notifications through a protected web portal using employee name and social security number.

Exempts charter schools from overseeing the fingerprinting process for contracted service provider employees if the service provider has already complied with fingerprinting requirements.

Allows employees who have previously submitted fingerprints to the commissioner to reuse them without resubmission, provided the fingerprints have not been destroyed.

Clarifies that school-age child care programs do not need to conduct their own background checks on contracted service provider employees if the service provider has already performed required checks under state law.
