Expands the definition of "companion animal" or "pet" to include rabbits, hamsters, birds, and other domesticated animals normally maintained in or near households, not just dogs and cats.

Strengthens animal cruelty protections by requiring owners to provide animals with adequate care, shelter, and reasonable veterinary care, making violations a class A misdemeanor.

Increases penalties for outdoor companion animal violations from $50-$100 for first offense to $50-$100 first offense and $200-$300 for subsequent offenses.

Establishes presumption that animals left outdoors for more than one hour in extreme heat (above 90°F), extreme cold (below 20°F), active weather warnings, or dangerous conditions constitute a violation.

Prohibits return of seized animals until criminal charges are concluded and the court determines disposition, with return possible only if charges are dismissed and appropriate shelter is provided.
