Amends water supply emergency plan requirements to include analysis of vulnerability to cyber attacks, with revised compliance deadline of January 1, 2017 for suppliers lacking cyber attack analysis.

Mandates the Commissioner transmit copies of vulnerability assessments to the Superintendent of State Police, Commissioner of Homeland Security and Emergency Services, and Chief Technology Officer, with all assessments kept confidential and exempt from public disclosure.

Establishes a Class A misdemeanor penalty for unauthorized disclosure of vulnerability assessments or security risk information related to water supply systems.

Authorizes county health departments to provide guidance to community water systems on vulnerability assessments and emergency planning for threats from terrorist and cyber attacks.
