Defines "disclosable directory information" to include student name, photograph, age, grade level, enrollment status, attendance dates, participation in activities and sports, athletic measurements, degrees and honors, and previous school attended.

Requires schools to issue notice within the first month of each school year describing disclosure procedures, types of information to be disclosed, and procedures for parents or eligible students to opt-out of directory information disclosure within 30 days.

Expands restrictions on use of personally identifiable information to prohibit marketing products or services, selling or renting information for marketing purposes, creating household profiles, compiling student lists, or any other commercial for-profit activity.

Permits disclosure of directory information only to school newspapers, yearbooks, honor rolls, sports publications, parent-teacher organizations, and organizations with written agreements to provide services, all with parental opt-out opportunity.

Takes effect July 1, 2017 for the 2017-2018 school year and exempts disclosures to the state department, U.S. military, higher education institutions, and political subdivisions with demonstrated need for the information.
