Authorizes the Department of Motor Vehicles commissioner to establish and promulgate rules for gift cards redeemable for distinctive and special number license plates.

Gift cards must be issued at no charge and cannot have any fees imposed, including service fees, dormancy fees, or inactivity fees.

Gift cards are redeemable upon presentation to the commissioner with an application for issuance or renewal of distinctive and/or special number license plates.

Maintains existing provisions that the first $6,000 of service charges collected for distinctive plates be deposited to the DMV distinctive plate development fund.

Takes effect one year after enactment into law.
