Proposes a new Article 20 to the New York State Constitution protecting the right to hunt, trap, and fish as a valued part of the state's heritage.

Establishes that fish and wildlife shall be managed through state laws and regulations allowing persons to take species by traditional means and methods historically pursued by hunters, anglers, and trappers.

Requires that fish and wildlife management be consistent with the state's duty to protect this heritage and conserve wild animals, birds, and fish while remaining subject to reasonable regulation by state statute.

Renumbers the current Article 20 of the Constitution to Article 21.

Requires the amendment to be referred to the first regular legislative session after the next general election of Assembly members and published for 3 months before that election.
