Authorizes Sullivan County to allow deputy sheriff Jack Harb to join the optional twenty-five year retirement plan under Section 551 of the Retirement and Social Security Law, despite missing the original enrollment deadline through no fault of his own.

Requires Sullivan County to file a resolution with the state comptroller within one year of the act becoming law, certifying that Harb did not voluntarily bar himself from participation.

Requires Harb to file an election request with the state comptroller within one year of the act becoming law to be covered under the twenty-five year retirement plan.

Sullivan County must bear all past service costs, which may be amortized over a five-year period; estimated immediate past service cost is approximately $2,410 with annual contribution increases of approximately $1,980 starting fiscal year 2017.

Act takes effect immediately upon enactment.
