Westchester County is authorized to discontinue parkland designation and grant an access easement to WP East Acquisitions, LLC at fair market value with terms determined by the county governing body.

County must dedicate funds equal to or greater than the fair market value of the alienated easement interest toward acquisition of new parklands and/or improvements to existing parklands.

The authorization applies only to specific parcels described by detailed survey coordinates and technical specifications spanning multiple filed maps in Westchester County.

If the parklands received any federal funding for purchase, maintenance, or improvement, the county must comply with all federal requirements and obtain Secretary of the Interior approval that replacement lands are equivalent in fair market value and usefulness.

The act takes effect immediately upon enactment.
