Requires animal housing facilities to provide regular diurnal light cycles using natural or artificial light to maintain animal health and well-being.

Mandates pregnant or nursing dogs be provided with a separate space meeting housing standards in addition to a whelping box, with sufficient floor space for nursing and litter care.

Establishes daily cleaning requirements for primary enclosures and sanitization at least every two weeks using specified methods including steam, hot water and soap, or detergent and disinfectant solutions.

Requires pet dealers selling 25 or more dogs or cats annually from residential premises to provide annual veterinary examinations for all intact adult animals on the premises.

Mandates regular grooming of all animals to prevent matting, overgrown toenails, and flea and tick infestations, and requires exercise plans for dogs be submitted to the department rather than only made available upon request.
