Directs the commissioners of health and environmental conservation to study and develop a long-term strategy for outdoor environmental education and recreation focused on creating and retaining opportunities for outdoor play and learning in New York state

Requires the strategy to analyze childhood obesity rates, economic trends affecting access to outdoor spaces, and other relevant factors to create a state-level blueprint for outdoor education and recreation

Mandates consultation with health and environmental conservation advisory bodies and other organizations deemed appropriate by the commissioners during strategy development

Requires the commissioners to submit a report with findings, recommendations, and any proposed legislation to the governor and legislature within one year of the act's effective date

Takes effect immediately upon enactment
