Amends Executive Law Section 379 to modify when local governments' higher or more restrictive construction standards take effect.

Local laws or ordinances imposing stricter construction standards must take full force and effect only upon affirmative determination by the council, rather than remaining in effect during the council's review period.

Exempts factory manufactured homes intended for one or two family dwellings or multiple dwellings not exceeding two stories from the local government standard-setting authority.

Requires the chief executive officer or legislative body chairman to notify the council and petition for a determination of whether local construction standards are more stringent than uniform code standards within 30 days of enactment or adoption.

Takes effect immediately upon enactment.
