Requires the Public Service Commission to establish a self-directed clean energy program for industrial, commercial, and large electricity users within 45 days of the law's effective date.

Allows eligible customers (those with 36-month average demand of 2+ megawatts individually, or 4+ megawatts aggregated with at least one account at 1+ megawatt) to redirect existing clean energy surcharges into dedicated energy savings accounts for efficiency improvements and renewable energy deployment.

Requires participants to develop a self-directed optimization plan and submit biannual progress reports; establishes baseline energy use data collection and measurement standards to verify claimed energy savings.

Mandates that after 7 years, any unused surcharge funds in energy savings accounts revert to the original surcharge purposes, and allows fund recoupment if energy savings targets are not met.

Requires the Commission to submit annual reports to the Governor and legislative leaders detailing program performance, with up to 1% of contributions allocated to program administration and evaluation.
