Requires designated lead agencies to review school district efforts to improve attendance and conduct before accepting petitions that include truancy or school conduct allegations, and mandates notice to the school district if they are not the petitioner.

Requires court clerk to accept petitions containing truancy or school misbehavior allegations only if accompanied by designated lead agency notice documenting diversion efforts undertaken and grounds for concluding educational problems cannot be resolved without filing a petition.

Allows courts to join school districts or local educational agencies as necessary parties in family court proceedings involving truancy or school misbehavior allegations when their participation would aid resolution of the petition.

Requires child protective petitions alleging failure to provide education to recite efforts undertaken by the petitioner and school district to address the alleged educational failure prior to filing and the grounds for concluding the problems cannot be resolved without court intervention.

Takes effect ninety days after becoming law.
