Amends General Municipal Law section 239-m to require referral of annexation petitions to county planning agencies or regional planning councils when the annexation would potentially require county or county agency approval for water or sewer service provision.

Modifies the section heading of General Municipal Law section 239-m to include "referral of and recommendation on certain annexation petitions" alongside existing city, town, and village planning and zoning actions.

Requires governing boards of municipalities affected by annexation subject to county planning agency or regional planning council referral to comply with all requirements of section 239-m before making a final determination on the annexation petition.

Takes effect immediately and applies to any annexation petition for which a final determination has not yet been made by the affected governing boards.
