Reduces the matching requirement for aid from the supportive service program for naturally occurring retirement communities from an equal amount to one quarter of the aid provided.

Allows matching funds to consist of monetary support, in-kind support, or a combination thereof, with in-kind support requiring director approval only when matching funds are unavailable.

Lowers the minimum contribution requirement from housing development governing bodies, owners, managers, and residents from twenty-five percent to fifty percent of the required match.

Takes effect on the same date and in the same manner as section 1 of part S of chapter 59 of the laws of 2016.
