Adds public libraries to entities authorized to maintain and provide opioid antagonists on-site for emergency overdose treatment, alongside school districts, charter schools, and boards of cooperative educational services.

Allows employees of participating public libraries to administer opioid antagonists to individuals on library premises suspected of opioid overdose if they have received approved training under Public Health Law Section 3309.

Extends liability protections to public libraries and their employees, ensuring they cannot face criminal, civil, or administrative liability when acting reasonably and in good faith to administer opioid antagonists.

Requires public libraries that maintain opioid antagonists to comply with record-keeping, reporting, and clinical oversight requirements established under Public Health Law Section 3309.

Takes effect immediately upon enactment.
