Replaces "Each contract" with "Every contract for public work" to clarify that prevailing wage and hour requirements apply broadly to public work projects, including privately-owned construction leased to public entities.

Defines "public work" to include construction paid for with public funds, private construction on property leased to public entities (under specified conditions), and incidental public improvements required by regulatory approval.

Expands the definition of "paid for in whole or in part out of public funds" to include bonds, grants, asset transfers below fair market value, fee waivers, contingent loans, and credits applied against repayment obligations.

Authorizes the commissioner of labor to issue stop-work orders against contractors who fail to comply with or evade prevailing wage and hour provisions, with service effective upon receipt of notice.

Designates employees of the Department of Labor as peace officers for enforcing prevailing wage provisions under Labor Law Articles 8 and 25-B.
