Grants the Authorities Budget Office power to suspend local authority board members or chief executive officers for up to 90 days when they knowingly fail to comply with Public Authorities Law provisions.

Requires the Authorities Budget Office to provide at least 30 days' notice before initiating suspension proceedings, including the facts of non-compliance, proposed suspension length, opportunity to respond, and time to remedy the violation.

Suspensions of an entire board or majority of board members restrict the board from taking binding actions, votes, or adopting resolutions except those necessary to resolve non-compliance or satisfy existing legal obligations.

Allows the Authorities Budget Office to terminate suspensions if the suspended individual demonstrates they have remedied the non-compliance.

Permits appointing authorities (legislative bodies or chief executive officials) to reinstate suspended board members through public proceedings with majority vote or official action, and allows board chairpersons to reinstate suspended chief executive officers through board resolution with public comment opportunity.
