Amends New York City Administrative Code to grant City Planning Commission authority to regulate and restrict new social services facilities, expansions of existing facilities, and changes to services provided at existing locations

Defines "social services facility" to include seven categories: ACS placement facilities, city-administered hotels and shelters, DHS-administered homeless services facilities, DYCD youth facilities, HPD housing facilities, HRA facilities (excluding domestic violence shelters), and supportive housing with contracted city agency support

Requires Commission to consider the anticipated impact of proposed facilities on neighborhood character, property values, suitability for particular uses, and overall city planning when making approval decisions

Applies regulatory authority to facilities regardless of whether the leaseholder is the actual tenant operator

Takes effect 90 days after becoming law
