Establishes licensure requirements for pathologists' assistants in New York, including bachelor's or higher degree from an approved program, passing examination, minimum age of 21, good moral character, and applicable fees.

Defines scope of practice for licensed pathologists' assistants to include preparing tissue sections, performing postmortem examinations, and related functions under the direction and supervision of a licensed anatomic pathologist, but excludes authority to diagnose or provide medical opinions.

Creates a State Committee for Pathologists' Assistants composed of at least one licensed pathologist, three licensed pathologists' assistants, and one public representative to advise on licensure and professional conduct matters.

Allows existing pathologists' assistants who have performed duties for at least two of the five years prior to enactment to obtain licensure without examination or formal education if they apply within two years, subject to supervising physician attestation.

Authorizes limited permits valid for up to two years for applicants meeting all requirements except examination, and exempts students in clinical training, other licensed professionals, military/federal employees, and certain laboratory personnel from licensure requirements.
