Creates a Qualified Incumbent Examination (QIE) allowing the NYC Department of Citywide Administrative Services to appoint current provisional employees with 2+ years of service to permanent competitive positions without open competitive examination for specified titles.

Requires DCAS employers to submit a revised provisional employee reduction plan to the state civil service commission within 60 days, to be implemented by November 1, 2018, with approval or disapproval required within 60 days of submission.

Extends the expiration date of Chapter 5 of the Laws of 2008 and Part I of Chapter 56 of the Laws of 2008 (relating to provisional employees) from December 31, 2016 to December 31, 2018.

Specifies 180 job titles eligible for qualified incumbent examinations, including administrative positions, technicians, inspectors, and specialized roles across NYC agencies.

Permits disciplinary procedures for provisional employees with 24+ months of service through negotiated agreements, but does not grant permanent appointment status and does not prevent removal upon establishment of eligible lists.
