Changes the department of health authority from "authorized" to "required" to make additional payments to certain public general hospitals for inpatient services from April 1, 2016 through March 31, 2019.

Eligible hospitals include public general hospitals operated by New York State, SUNY, or counties, excluding cities with populations over one million, plus hospitals in Westchester, Erie, and Nassau counties.

Payments cover up to one hundred percent of each hospital's medical assistance and uninsured patient losses after all other medical assistance payments, including disproportionate share payments.

Payment calculations use reconciled data from prior years as a baseline, adjusted for authorized Medicaid rate changes and further reconciled to actual reported data for the payment year.

Payments may be added to rates or made as aggregate payments to eligible hospitals, effective immediately upon enactment.
