Establishes a cap of $250 million on the total undertaking required to stay enforcement of judgments during appeals in civil litigation involving tobacco master settlement agreement participating or non-participating manufacturers, their successors, or affiliates.

Limits the undertaking requirement regardless of the judgment's value, applying throughout the entire appellate process including review by the United States Supreme Court.

Allows courts to require appellants to post bonds up to the full judgment amount if an appellee proves by preponderance of evidence that the appellant is dissipating assets outside ordinary business operations to avoid payment.

Protects the flow of master settlement agreement revenue to New York state, cities, and counties, which have received over $14 billion cumulatively and hundreds of millions annually.

Takes effect 30 days after enactment and applies to any cause of action pending on or filed on or after the effective date.
