Establishes "New York city enhanced plan members" for NYC Fire Department pension fund members who elect or become subject to new benefit provisions on or after June 15, 2016, with a 120-day election window for existing members.

Increases ordinary disability benefits for enhanced plan members to the greater of 33⅓% of final average salary or 2% of final average salary times years of service (not exceeding 22 years), eliminating the 50% social security offset and removing escalation provisions.

Increases accidental disability benefits for enhanced plan members to 75% of final average salary minus 100% of workers' compensation benefits, with presumptive evidence for lung diseases contracted during service and presumptions for medical officers exposed to HIV, tuberculosis, hepatitis, and certain cancers.

Requires enhanced plan members to contribute an additional 2% of annual wages to the pension fund (on top of existing 3% contribution), adjustable to 2-3% based on actuarial analysis every three years.

Authorizes the Fire Department Pension Fund Board of Trustees to establish budgets and draw upon fund assets to pay administrative expenses, subject to comptroller and mayoral representative approval, with reimbursement from employer contributions within two fiscal years plus interest.
