Requires State University of New York (SUNY), City University of New York (CUNY), and community college trustees to adopt rules making student organizations ineligible for funding if they promote, encourage, or permit discrimination, intolerance, hate speech, or boycotts based on race, class, gender, nationality, ethnic origin, or religion.

Defines "boycott" to include any activity that results in abstaining from commercial, social, or political relations with allied nations (NATO members, Southeast Asia Treaty signatories, Rio Treaty signatories except Venezuela, Ireland, Israel, Japan, and South Korea) or their companies, with intent to penalize or harm.

Extends funding ineligibility to organizations that target companies based in allied nations or territories controlled by allied nations through boycott activities.

Applies the restrictions to all student group funding sources, including student activity fee proceeds at all three university systems.

Takes effect immediately upon enactment.
