Allows up to 250 acres of forest preserve land to be used for a health and safety land account, requiring legislative approval before title transfer.

Permits towns, villages, and counties to apply for health and safety land account projects limited to: addressing bridge hazards on highways, eliminating dangerous curves and grades, relocating/reconstructing highways (maximum one mile per relocated portion), and installing water wells within 530 feet of highways.

Requires the state to acquire 250 acres of replacement land for incorporation into the forest preserve as a condition of creating the health and safety land account.

Allows public utility lines (electric, telephone, broadband, water, sewer) and bicycle paths to be buried, co-located, or constructed within the widths of existing state, county, and town highways that traverse forest preserve land, with minimization of tree/vegetation removal.

Prohibits construction of new intrastate natural gas or oil pipelines on forest preserve land unless all necessary state and local permits were received by June 1, 2016.
