Creates Adirondack regional land bank (500 acres) and Catskill regional land bank (250 acres) on state forest preserve lands for eligible public projects in specified counties.

Permits burial or co-location of public utility lines (electric, communication, broadband, water, sewer) and above-grade infrastructure within highway widths on state forest preserve lands, subject to department approval and town board resolution.

Allows bicycle paths to be constructed within highway widths on state forest preserve lands, subject to department approval and required survey maps.

Authorizes land bank use for environmental infrastructure, highway relocation/reconstruction, bridge construction, bicycle paths, utility lines, and water supply projects, with individual projects limited to 5 acres and towns/counties limited to 10/15 acres respectively without legislative approval.

Requires project sponsors to pay fair market value for land bank acreage, with funds deposited in the forest preserve expansion fund for acquisition of replacement lands within the same region, and mandates state acquisition of at least 750 acres (500 Adirondack, 250 Catskill) classified as wilderness before any land bank usage.
