Proposes a constitutional amendment to Article 14, Section 1 to authorize the state to sell up to 92 acres of forest preserve land in Brighton, Franklin County that was developed as a tuberculosis hospital, college annex, and state prison (48 structures along State Route 86)

Requires legislative approval prior to the actual transfer of title for the proposed land conveyance

Mandates that all revenue derived from the sale of the forest preserve land be deposited into a state account used exclusively for acquisitions to the forest preserve

Requires the amendment to be referred to the first regular legislative session after the next general election and published for 3 months before such election, in accordance with Article 19 of the New York Constitution
