Establishes a statewide central register of elder abuse and maltreatment reports in the Office of Children and Family Services with 24/7 telephone access and capacity to track prior reports across counties.

Designates mandatory reporters including physicians, nurses, social workers, law enforcement, nursing home staff, and other healthcare and social service professionals who must report suspected elder abuse involving persons 60 years or older.

Requires mandatory reporters to make immediate telephone reports followed by written reports within 24 hours; failure to report constitutes a Class A misdemeanor and creates civil liability.

Provides immunity from criminal and civil liability for persons making good faith reports of elder abuse or maltreatment.

Creates a 21-member Elder Justice Coordinating Council within the Executive Department to facilitate interagency planning, establish community forums in eight regions, and develop a comprehensive state plan for identifying and investigating elder abuse; council must report to the governor and legislature by October 1, 2017 and biennially thereafter.
