Creates a temporary advisory board on upstate transit funding within the Department of Transportation to study and recommend sustainable state funding options for the public transportation systems operating assistance account (PTSOA account).

Board consists of the transportation commissioner as chair plus nine members appointed by the governor, including representatives recommended by legislative leaders and members representing local governments, transit authorities, labor unions, and transit riders.

Board must deliver a report by December 1, 2016 to the governor and relevant legislative committees with findings and specific recommendations for sustainable PTSOA account funding.

Board members serve without compensation and may hold public hearings as part of their study.

Act takes effect immediately and expires 120 days after the board submits its completed report.
