Adds new section 2507 to the Public Health Law establishing requirements for WIC (Special Supplemental Nutrition Program for Women, Infants and Children) vendor authorization and specialty infant formula access.

Requires every WIC vendor to be authorized to sell any WIC-covered products, including specialty infant formula prescribed for specific medical conditions, unless limited by the commissioner or federal regulations.

Prohibits the commissioner from applying arbitrary criteria or creating unreasonable barriers for WIC participants to access specialty infant formula, restricting regulations to criteria that promote beneficiary access and ensure program integrity, efficiency, and security.

Takes effect 180 days after enactment, with the commissioner of health required to immediately begin developing regulations and taking actions necessary for implementation.
