Directs the New York State Department of Health Commissioner to prepare a study and remedial plan addressing the high incidence of asthma in New York City

Study must analyze high-risk neighborhoods and examine disparities in income, race and ethnicity, public and private housing, proximity to major air pollution sources, and effectiveness of existing medical facilities

Study and remedial plan must be completed within twelve months of the effective date

Results of the study and remedial plan must be provided to the governor and legislature no later than eighteen months from the beginning of the study

Act takes effect on the one hundred twentieth day after becoming law
