Allows movie theatres to obtain retail on-premises licenses to sell alcoholic beverages if they operate primarily for motion picture exhibition at least five days per week or six contiguous weeks seasonally, with permanently affixed seating and at least 65% of annual revenues from admissions and food/beverage sales.

Requires movie theatre alcohol purchasers to provide written proof of age, limits purchases to one alcoholic beverage per transaction, and restricts sales to one hour before the first film through the conclusion of the final film.

Permits movie theatres to satisfy food availability requirements through typical theatre snacks including popcorn, candy, and light snacks rather than traditional restaurant meals.

Allows municipalities to express opinions on movie theatre alcohol license applications and such opinions may be considered when determining whether good cause exists to deny applications.

Takes effect immediately upon enactment.
