Requires employment agencies to provide job applicants with contracts that include employer contact information, job details, anticipated wages and hours, benefits, employment duration, and transportation costs.

Mandates agencies provide a separate "terms and conditions" document in commonly understood language summarizing the contract, and requires commissioner to determine which non-English languages to provide based on state population demographics.

Prohibits employment agencies from charging deposits or advance fees to job applicants and increases penalties for violations from up to $500 to up to $1,000 for first offenses and up to $5,000 for subsequent offenses within six years.

Requires agencies to include a bold notice on receipts stating applicants cannot be charged fees before accepting a job and are entitled to refunds within seven days if they pay illegal fees.

Authorizes the Attorney General to enforce employment agency regulations and requires the Office for New Americans to receive complaints, mediate disputes, and refer matters to appropriate enforcement agencies.
