Authorizes certified home health aides with at least one year of experience to perform advanced tasks as "advanced home health aides" under direct supervision of a registered professional nurse, including administration of routine prefilled medications and specific injections (insulin, heparin, naloxone, epinephrine).

Requires advanced home health aides to complete specialized training, demonstrate competency through examinations, and be listed in the home care services registry maintained by the Department of Health.

Mandates that supervising registered professional nurses visit individuals receiving services at least once every two weeks, provide case-specific training, and maintain 24/7 telephone availability to advanced home health aides.

Prohibits advanced home health aides from performing injections (except those specified), sterile procedures, central line maintenance, medication assessments, or any tasks outside the scope of licensed practical nurses.

Requires the Department of Health to issue reports by September 1, 2016 and October 1, 2022 on implementation, including number of authorized aides, complaints, and recommendations; bill expires March 31, 2023.
