Authorizes the SUNY Board of Trustees to designate selected state-operated institutions to participate in a program offering separate tuition rates to eligible non-resident undergraduate students living within 200 miles of those institutions, effective from the 2017-2018 academic year through the 2021-2022 academic year.

Requires the board to consider out-of-state competition, high school graduate levels within recruitment regions, and enrollment capacity and physical location when selecting institutions for the program.

Sets minimum separate tuition rates at 1.5 times the in-state tuition rate at the designated institution, with eligible non-resident students not to exceed 10 percent of total enrollment at each participating institution.

Mandates that each selected state-operated institution report annually to the Board of Trustees on the program's impact.

Expires and is repealed on June 1, 2022.
