Modifies HIV testing consent requirements to require oral advisement that an HIV-related test is being performed or is being performed over the individual's objection, with notation in the patient's record.

Expands the age range for mandatory HIV testing offers from individuals ages 13-64 to include those age 13 and older, and allows testing offers for those younger than 13 if risk activity is indicated.

Authorizes licensed physicians, certified nurse practitioners, and licensed pharmacists to prescribe, order, and dispense up to a seven-day starter pack of HIV post-exposure prophylaxis following potential HIV exposure, subject to regulations by the commissioners of education and health.

Adds screening for syphilis, gonorrhea, and chlamydia in persons at increased risk to the scope of practice for physicians and nurse practitioners under education law sections 6527 and 6909.

Takes effect immediately, except amendments to pharmacist provisions which expire with the underlying section.
