Amends the reimbursement methodology for complex rehabilitation technology products and services provided by managed care organizations, allowing rates to be determined by agreement between providers and managed care organizations rather than being fixed to medical assistance program rates.

Changes the standard for designating complex rehabilitation technology from "needed" to "deemed necessary and appropriate by the commissioner" to provide greater flexibility in product and service classification.

Authorizes the commissioner to establish a minimum benchmark reimbursement rate for managed care organizations, provided such rate is specifically identified and included in the organization's premiums.

Requires managed care organizations to specifically identify any reimbursement rate increases resulting from this section in their premiums and allows the commissioner to expeditiously increase premiums to maintain actuarial soundness.

Repeals subdivision 9 of section 4403 of the public health law and takes effect on the same date as the related 2016 legislation (bills S.3651-D and A.5074-C).
