Authorizes term appointments without examination to temporary information technology positions when the appointing authority certifies that special expertise cannot be obtained from eligible lists, with a maximum initial term of 60 months and a cap of 500 total appointments.

Requires appointing authorities to publicly post temporary position openings at least 15 days in advance and give preference to qualified permanent competitive employees; employees with two years of service become eligible to compete in promotional examinations.

Allows extension of term appointments beyond the initial 60-month period for up to 36 months if a promotional list has not been certified for an examination in which the employee competed.

Permits the department to limit certification from eligible lists for nine specified information technology titles to candidates with particular knowledge, skills, or certifications identified by the appointing authority.

Authorizes lump sum payments equal to two percent of annual salary to office of information technology services technical employees upon completing department-approved courses of study, with payments capped at five times per employee and limited to once every 24 months.
