Provides $5,000 annual state payments into qualified combat veterans' healthcare choice accounts when veterans cannot obtain timely care from the federal Department of Veterans Affairs within 90 days of application.

Allows account owners to make tax-deductible contributions up to $5,000 per calendar year to healthcare savings accounts, with withdrawals for qualified healthcare expenses exempt from state income tax.

Creates a trust fund administered by the State Comptroller to manage account assets, investments, and administrative costs, with accounts exempt from application to satisfy money judgments.

Requires the Adjutant General to determine eligibility based on combat zone service and injury verification, with state funding discontinued once veterans receive care from the federal Department of Veterans Affairs.
