Establishes Article 14 under the racing, pari-mutuel wagering and breeding law to create a registration and regulatory framework for interactive fantasy sports contests administered by the New York State Gaming Commission.

Declares that interactive fantasy sports are games of skill, not gambling, and therefore exempt from gambling laws; requires operators to register with the commission and comply with minimum safeguards including age verification, player protections, account segregation, and anti-cheating measures.

Prohibits contests based on collegiate sports, high school sports, and horse racing events; restricts professional and amateur athletes, team employees, league officials, and their family members from participating; limits individual players to maximum 150 entries per contest or 3% of total entries, whichever is less.

Imposes a 15% state tax on interactive fantasy sports gross revenue generated in New York plus an additional tax of one-half of one percent (capped at $50,000 annually), with taxes deposited into the state lottery fund.

Authorizes registered contests and prohibits unregistered interactive fantasy sports contests; grants the Gaming Commission powers to promulgate regulations, review and approve platforms and contests, investigate complaints, and conduct audits and enforcement proceedings.
