Automatically extends expired or terminated contracts between hospitals/hospital systems in counties with populations between 178,000-182,000 and commercial health insurers for an additional 90 days.

Requires the contracting parties to engage a mutually agreed-upon independent third-party mediator during the 90-day extension to resolve disputes over financial terms.

Applies to contracts providing coverage or benefits for both fully insured and self-insured members that expired or terminated on or after May 31, 2016.

Takes effect immediately and is retroactively effective as of May 31, 2016, with automatic repeal on January 1, 2017.
