Prohibits political subdivisions and municipal corporations from requiring employees to pay levies or fees based on becoming a nonresident of their employer's jurisdiction.

Applies to employees who reside in counties permitted by state or applicable law, effective January 1st of the calendar year following the law's enactment.

Nullifies any existing employment agreements or conditions that obligate employees to make payments if they relocate outside the political subdivision or municipality where they work.

Establishes state interest in fair treatment of public employees permitted to reside in localities outside their employer's jurisdiction.
