Requires fire hydrants to be tested for proper functionality a minimum of once per year as determined by code enforcement officials.

Mandates local authorities maintain inspection records for each hydrant for at least five years.

Directs the Department of Public Service to request fire hydrant maintenance, servicing, testing, and replacement information from water corporations serving 50,000+ users, water authorities, and municipal public works departments.

Requires the Department of Public Service to issue a report by July 1, 2017 analyzing fire hydrant maintenance and inspection frequency, with recommendations for more uniform maintenance periods.

Subdivision 18 expires 120 days after the Department of Public Service submits its completed report.
