Establishes a formal review and approval process for newsstand construction, maintenance, and operation licenses in New York City by adding new section 20-229.1 to the administrative code

Requires the department to forward applications within five days to the City Council speaker, relevant council member, borough president, and community board for review

Mandates community boards conduct a public hearing and submit written recommendations within 45 days, or waive their review in writing

Requires the department to hold a public hearing, approve or disapprove the application, and file its decision with the City Council within 30 days after the community board review period expires; applications are deemed denied if the department fails to file within the required timeframe unless the applicant requests additional time (up to 180 days) to correct deficiencies

Grants the City Council 20 days to resolve by majority vote to review approved applications; if the council reviews an application, it must take final action and file its resolution within 50 days, with applications deemed approved if the council fails to act
