Creates new Penal Law section 200.31 making it a class E felony for anyone to give, offer, or promise benefits exceeding $3,000 to public officials based on their position, excluding lawful campaign contributions.

Creates new Penal Law section 200.36 making it a class E felony for public officials to seek, receive, or agree to receive benefits exceeding $3,000 based on their official position, excluding lawful campaign contributions.

Both provisions apply only to benefits given or received outside the scope of proper discharge of official duties.

Effective immediately upon enactment.
