Establishes a 15-member Commission on Roosevelt Avenue to examine economic development, crime reduction, quality of life issues, and agency coordination efforts along Roosevelt Avenue in Queens between 49th Street and 114th Street.

Commission membership includes commanding officers from three police precincts, the Commissioner of Consumer Affairs (as chair), representatives from three community boards, three local business representatives, and commissioners of sanitation, health and mental hygiene, fire department, state liquor authority chair, and a representative of an immigrant advocacy organization.

Commission members receive no compensation for their service.

Commission must submit an action plan to the governor, state legislature, mayor, and city council within one year of the effective date, including findings, conclusions, recommendations, and comprehensive long-term solutions to crime and economic development challenges.

Act takes effect 30 days after becoming law and expires and is repealed five years after the effective date.
