Requires the Commissioner of the Department of State, in conjunction with the State Board of Elections and Director of the Office of Information Technology Services, to conduct a vulnerability analysis of electronically stored voter and election information held by state and county boards of elections

Analysis must examine vulnerabilities of voter registration records and voting machines to electronic hacking and cyber-attacks from foreign and domestic sources

Commissioner must make biannual reports to the Governor, legislative leaders, and minority leaders with findings and recommendations for securing election information and preventing corruption through hacking or cyber-attacks

First report must be submitted within one year of the law's effective date

All reports and information required under this section are exempt from disclosure under New York's Public Officers Law Article 6
