Creates a quasi-governmental New York State Center for the Expansion of Nanoscale Science and Engineering as a nine-member board within the Public Authorities Law to oversee nanotechnology research and commercialization efforts.

Board composition includes five members appointed by the governor (including the CEO of SUNY Polytechnic), one each from the senate majority and minority leaders, one from the assembly speaker, and one from the assembly minority leader, with requirements for private sector, academic, and government expertise.

Center authorized to work with SUNY Polytechnic to advance nanotechnology research, facilitate job growth and business expansion, and develop partnerships among academia, government, and industry across state regions.

Establishes regional partnerships certified by the center to serve as economic development hubs, provide capital to emerging companies, support business incubators, and offer business mentoring.

Center properties and income are tax-exempt, subject to annual audits by independent certified public accountants, and must submit annual reports to the governor and legislature measuring economic impact including jobs created, businesses assisted, and venture capital leveraged.
